Statutes will be developed for not only the "third order" but for the emerging community as well. In the latter
case, the constitutions will emerge from the statutes.
Statutes must cover the following:
Nature, purpose, and name
Membership
Manner of Action
Government and Center
Review and Amendment of Statutes
